Is This Fair?

The "participation" grade during P.E. for example, some people have asthma so then they can't run that much during that time period, but the teacher says that you will get a zero for the day if you don't participate so then their grade drops a lot. For example if someone is a straight A student and they can't play kickball,football,basketball,etc... And they sit down for that P.E. and keep sitting there because of their asthma and then their grade drops to a C which is a 75% grade out of 100% so then they have to start running in P.E so they do fail their P.E. class. So do you think the participation grade is fair? They could have done something else during that time like do homework for other classes, like math,science,or social studies.
